Lucknow: It could be clearly noticed that Former Chief Minister of Uttar Pradesh, Mayawati took special care of the corrupt people under her five year rule. Her corrupt ministers, officers guzzled crores from the government funds which was for the welfare of the state. Team Pardaphash is now about to disclose details of corruption done by an IAS officer Navneet Sehgal.

Navneet Sehgal is a name which is the second strongest person after Shashank Shekhar Singh in the Maya cabinet. Sehgal remained loyal to the BSP and Mayawati handed her the chairmanship of the Jal Nigam and Power Corporation. Sources say that Maya was dependent on Sehgal after the exit of Babu Singh Kushwaha.

We tend to inform you that Sehgal vowed that the Uttar Pradesh state will be provided enough amount of electricity by 2014. After this BSP government promised to set up power house in collaboration with private companies at certain areas across state but work initiated only for Lalitpur scheme. In the year 2009, a Memorandum Of Understanding (MOU), was signed to set up power houses across the state which can produce over 10,000 megawatt electricity. But if we hunt for any such scheme, only 2,000 megawatts capacity power house can be used under the scheme.

As per the MOU, developers who were assigned the task should complete it in 18 months from the signing date but yet development can be seen only in the Lalitpur scheme. It was also written in MOU that if the work has not been commenced in 18 months of time, in that case, developer’s bank guarantee will be seized. Only few days are left now in the said tenure. We also tend to inform you that Navneet Sehgal have signed the MOU as he was the then Chairman of power corporation.

Barabanki (Parikh Aluminax) 250 megawatt
Auraiya (United Machines) 250 megawatt
Murka, Chitrakoot (Creative Thermolight) 600 megawatt
Gazipur (Velspan Power) 1320 megawatt
Bargarh, Chitrakoot (Bajaj Hindustan) 1980 megawatt
Bhognipur (Himawat Power) 1320 megawatt
Bhognipur second phase (Laenko) 1320 megawatt
Lalitpur (Bajaj Hindustan) 1980 megawatt

We must inform you that Mayawati vowed to provide much more electricity in the Uttar Pradesh state by 2014 than actually required but if we look at the present scenario her words were as fake as the working ethics of these developers.

In the 12th five year plan, it is planned to increase the electricity production capacity to 25,000 megawatt in Uttar Pradesh but looking at the current scenario, it seems next to impossible.

Private Developers signed MOU to establish 10,340 megawatt electricity plant in Uttar Pradesh’s Lalitpur, Chitrakoot, Barabanki, Bhognipur, Auraiya, Sandila and Gazipur. Most of the MOU were signed in between October 2010 to December 2010. These developers have submitted a bank guarantee of Rs. 5 lakh per megawatt after signing the MOU. Sources say that Navneet Sehgal have smartly played the game in the signature procedure and embezzled a handsome sum.

Why the work on the power scheme not commenced?
After MOU was signed, the land was fixed for setting up the plant but the procedure to purchase the land did not started excluding the Lalitpur project. Whereas Parikh Aluminix have signed to set up the power plant in Farookhabad but now company wants to work in Barabanki. Sources inform that it was Sehgal who gulped a handsome sum as he was directly involved in the change of work place for the developer. He did this through his close bond with then chief minister Mayawati but the company has still not got the necessary acceptance from the cabinet. Likewise, Velspan, who was to work in Gazipur as per the MOU signed but now developer wants to work in Mirzapur.

Sehgal’s close bonding with companies:
Sehgal keeps a personal bond with companies like Torrent Power, Parikh Aliminix and Velspan, which helped them in getting contracts to work on the power project.

Sources say that Sehgal charged a whooping sum from these companies to handover them power projects. As a chairman of the Power Corporation, Navneet Sehgal handed over the electricity system for the city of Agra to a company named Torrent for a huge amount, as per the sources. The people of the city are facing a lot of problems ever since the electricity system was handed over to Torrent. Sources claim that then MD Sanjay Prasad of Dakshinachal Vidyut Vitran Nigam has opposed to deliver the power project to Torrent. It is also informed to us that Sanjay denied signing the file which confirms that the power project has been delivered to Torrent. When situation went out of control, taking stringent action Navneet Sehgal sacked Sanjay from his post and replaced it with his favorite. He signed the file as per Sehgal’s orders.

Since the day Torrent started his work in the city, there has been an electricity failure in Lucknow and similar one in Agra. The employees of Torrent are exploiting the people citing their helplessness. When Team Pardaphash inspected the meters, it discovered that the indicators run faster than a runner. Even the billing process is not appropriate. Sources reveal that there are people in the city where no meter has been set up as yet. In the name of maintenance and improvement, Torrent is shutting down electricity in one or the other part of the city for 8-9 hours. In this heat the people have only one way to sit for agitation.

We have seen that a single company has installed its meters across Agra but in actual this was not suggested. Meters run faster than their actual speed but when people pitch their voice against the company, officials boldly say them to do whatever they want.

It is clear that Sehgal gulped crores from each and every department he was associated with. We would like to say that current chief minister Akhilesh Yadav should investigate the matter and take some stringent actions his corrupt doings.
