Kushwaha, Saurabh Jain, VK Chaudhary, who is next...?

In the last 10 months, CBI investigating the UP NRHM scam, lodged cases against former Family Planning Principal Secretary Pradeep Shukla, former Chief Secretary, MM Tripathi, Executive Engineer AK Srivastava, Assistant Engineer Vipul Kumar Gupta and also a case against Gajraula’s CNC Metal farming firm. CBI even raided 44 locations on 19 January. IAS Pradeep Shukla, main accused in the scam was arrested while he was boarding morning flight from the Lucknow airport. Amidst all this, PACCFED’s former MD VK Chaudhary who was recently appointed MD in the UP storage house corporation a day before, by Cabinet Minister Shivpal Yadav, was arrested by the CBI from his office.
Pradeep Shukla played a key role in awarding contract to PACCFED from NRHM. While VK Chaudhary and their close ones not only awarded contracts to CNC Metal Farming but the entire amount was given in advance too. Despite all this arbitrariness, not s single department engineer took pain to look at the operation theater construction works.
Due to company officer’s nexus, the CNC metal farming firm was given an amount of Rs 89 crore without much thinking. This company did Rs 5.89 crore scam in OT construction work. In meticulously planned conspiracies, in 2010-11 UPPCL is was given the contract to build up 40 modular OTs in district hospitals but in March 2010, the contract was handed over to PACCFED for which no one cared to explain that why this was being done.
VK Chaudhary is an ardent player in NRHM Scam. Vipin Kumar Chaudhary is a name who is known for his adaptability in this field. No matter who runs the government, Mr Singh always manages to find people that are ready to sync in, latest example is the present cabinet minister, Mr Shivpal Yadav. When CBI raided VK’s house in January then it was felt that his days are numbered but with change of regime he came close to Mr Shivpal Singh.
Believable sources inform us that it was due to Shivpal’s blessings; VK’s suspension was not invoked for the past two and half months. Meanwhile, acting on complaint Chaudhary was sacked by CM Akhilesh Yadav but till then he had developed deep connections with Shivpal, who offered him state storage corporation MD post.
Expert in scams
Chaudhary not only made his input in the NRHM scam but his real image surfaced back in 2009 when he was posted as the Assistant Housing Commissioner in Ghaziabad. He allocated forged flats to bewilder black money into his pockets. Relating to which, he, along with some others were registered in nine cases under IPC section 406, 409 and 420 with section 103 of Cooperative Act 1965 under section 1 and 2. The vigilance squad who is investigating the matter also found Chaudhary guilty but no one know where the file relating to the investigation is. He also invited his brother Gopi Chandra Chaudhary, who renders his services at the cooperative bank, Muzzaffarnagar, to participate in the loot for the deputation in PACCFED. VK gave him the authority to handle accounts operation where he did crores of transaction, of which there are no “accounts”. He was found guilty when investigation took place but VK Chaudhary saved his brother, every way possible.
VK Chaudhary and former Cooperation Minister, Babu Singh Kushwaha were running PACCFED according to their wishes. A pivotal role was played by the two in whatever work PACCFED got on behalf of NRHM. Together, they processed Rs 35-40 crore without any tender and formalities to their acquainted firms and received “benfits”.
There was no procession of tender in the Rs 563.48 crore contract that was given to PACCFED by Kushwaha The then minister of the department, Kushwaha provided PACCFED with an advance amount of Rs 225 crore to initiate its work. VK Chaudhary distributed the contracts to his close contracters without passing any tender. The work which was given a December 2009 deadline is still incomplete.
Now we will disclose a not so surprising fact but important to mention, that will inform you of his exploits. On March 24, 2012, he called for the Project Engineers to render the advance amounts to the contractors, asking them (PE) not to question anything while doing so. Investigation reveals that at PACCFED headquarters, to whosoever company was to be given the advance payments, the letterpad was made there and then the payment was processed. Even having less experience in Cooperation Department, VK Chaudhary through his contacts and jacks caught hold of senior post.
Construction of modular OTs resulted in scam
Saurabh Jain, considered to be the adopted son of Babu Singh Kushwaha; his (Jain’s) CNC Metal farming firm did not had any experience in constructing operation theatre. But because of Kushwaha, they got the contract. The firm notified commerce department of the province that it will construct modular OTs.
CNC Metal farming used to manufacture iron pipes and other metal objects. When the decision to give the contract to PACCFED to manufacture medical equipments and construct modular OTs was taken in July, 2010, the blueprint to the scam was sketched. Directorate General of Family Welfare, on January 2011 gave the work of transforming 89 district level hospital worth Rs 315.25 crore to PACCFED. PACCFED gave the contract, which was fixed at a rate of Rs 75 lakh per OT to Gajraula firm – CNC Metal farming on Kushwaha’s command. Since it was a special transformation, therefore the work for modular OTs should have been given to those who had an early experience of 5 years and who had carried off a business deal of at least Rs 5 crore in the field but this is not what happened. The company should have had a Certificate of Indian Standards and should have had a certificate of Good Manufacturing Practices. But Kushwaha and Chaudhary made sure that the contract went to Saurabh Jain’s company – CNC on February 4, 2011.
In October 2011, in 9 districts of the province, the CNG team carried out the verification process in which it was revealed that devices in the modular OT were not working. Saurabh’s firm was only able to establish 2 operation theaters. Firm was given 45 percent of the allocated amount i.e. Rs 26 crore within 10 days.
The corruption took place right under the nose of then chief minister of Uttar Pradesh, Mayawati. Experts say that Mayawati too is one of the players in carrying out the scam and she too got her chunk from the same. It will be too soon to say who actually staged the scam.
