Lokayukta’s tough-stand on delays in investigation over Gautam Buddha University

LUCKNOW: Corruption was inked out at the very beginning in bundling of Noida based Gautam Buddha University, erected during the BSP (Bahujan Samaj Party) reign. The management, helmed by the president of the university society, former cabinet secretary Shashank Shekhar Singh, gave away jobs to acquaintances like gifts. And one would be surprised to find out that 49 professors who were appointed to teach the roll-on, only comprised of just 5 pupils. This university, clearly seems stamped with a hallmark of venality at every fold.

Lokayukta Justice NK Mehrotra, sniffing sleaziness in faculty appointment and other things like buying of books, lab equipment etc., requested Chief Minister of Uttar Pradesh Akhilesh Yadav to ask Patriarch of the university SR Lakha to retreat till further notification and suspend Registrar Pramod Kumar Agrawal, so that probe can be carried out without a hitch. He has also asked to suspend - the professors who were found exploiting dean’s work as well as two deans involved in dishonest appointment. Lokayukta has expanded the term of the committee which was investigating probable forged entities inside the university till February 28, 2013. He has also requested to increase the salary of the committee members from Rs 25,000 pm to Rs 50,000 pm.

NK Mehrotra is probing into the buying of dead stock (of books), that is worth Rs 2.32 Crore. This case lays against retired registrar Dinesh Saxena and Assistant Registrar Shamsuddin Ansari. According to the complainant Opin Kumar, the appointed employees and faculty members did not matched the standard of qualification; also, more than required appointments were made in every department. The report from university management was cited on the same by Lokayukta but unsatisfied with the report, he ordered to establish a technical committee to investigate the matter deeply. A team of two, comprising of former director of NCERT JS Rajput and the director of distance learning programme of Indira Gandhi National Open University, CB Sharma, was deployed.

The committee was told to submit the investigative report to the Lokayukta in two months. Because of not getting support from the university management, the enquiry stands delayed. Although, they have submitted the preliminary report but the detailed report is still outlying.

The promoter of this Noida based university is Gautam Buddha Society, which is addressed at State’s Chief Minister Office i.e. Pancham Tal, NXC Bhawan, Lucknow GPO, Lucknow; therefore, the chancellor of university is the Chief Minister of the state. President of the society is former cabinet secretary, vice-president is secretary and the secretary of the society is the patriarch. For the university, Noida and Greater Noida have given Rs 100 Crore each and has to get a total of Rs 1,000 Crore.
