Lucknow: The C&DS scam's conspirator trio, IAS Navneet Sehgal, PK Bhukesh and DK Singh seems to be in trouble as the latter two have been arrested by CBI, 10 months after the matter was brought to limelight by Team Pardaphash. Both Bhukesh and Singh were arrested in connection with alleged fund embezzlement, which was to be used in upgrading 134 hospitals.

We had highlighted delay in their arrests and role of these accused in scams in our January 23 report. In a positive development to the journal, CBI has laid hands on former director C&DS PK Bhukesh and Nehru Yuva Kendra's former Co-ordinator DK Singh and has arrested them on Thursday.

Apparently, the duo had held C&DS, Jal Nigam's construction wing as their hostage and enjoyed full control over it. Former family welfare minister Babu Singh Kushwaha, former principal secretary health Pradeep Shukla are other main accused in the scam.

According to information available from CBI sources, PK Bhukesh was posted as director in Jal Nigam under his mentor Singh. Funds for 134 hospitals upgradations were released from Family Welfare Department during this time. Along with this, contract for maintenance of hospital's OPD were awarded to Jal Nigam's construction unit C&DS. Then chairman enjoyed full control at the department and under his patronage Nehru Yuva Kendra co-ordinator DK Singh who had awarded contracts to his favorites in an arbitrary manner.

When CBI began its probe, they kept these two as their two key suspects. CBI during their investigations had raided their houses and had discovered contract's papers and forms. CBI had arrested Kushwaha and sent him to jail. His close aide, former MLA Ram Prasad Jaiswal was also detained. He was accused of misusing his office to award contract to his favorite company Mediquip Pvt Ltd.

CBI can now direct their investigations to the persons who actually plotted this scam and provided patronage to these accused. Former bureaucrat, who enjoyed absolute power allegedly had provided full protection to the convicts. According to eyewitnesses, these officials used to spend their whole day at this bureaucrats place and had allotted contracts to their favorites in wayward manner. The officials used to get huge amount as his commission which was fixed.

These facts are being unveiled during ongoing CBI investigations in 134 hospitals upgradations and hinting that without involvement of higher authorities, no one can execute such a huge scam. Now it is to be seen whether CBI is able to lay its hands on this bureaucrat or he will come out clean, using his influence and connections. All eyes are on CBI and after PK Singh, and DK Singh's arrest, it is to be seen whether the investigation agency's hands reach the main plotter or not.
