LACCFED Scam: Prison waits for some more corrupt ex-ministers
Lucknow: Pardaphash has often reminded you of the corruption made in the forming and later providing constructional work to Labour and Construction Co-operative Federation (LACCFED). Now, the matter comes again into limelight by the arrest of Badshah Singh on Wednesday, who was the Labour Minister in Mayawati reigned BSP government. The arrest was carried out by the Special Investigation Bureau (SIB) of the police co-operative cell under the Prevention of Corruption Act. But this is not all.

Another alleged corrupt, Praveen Singh, has accepted the fact that various ministers in BSP government like Naseemuddin Siddiqui, Swami Prasad Maurya, Nandgopal Gupta Nandi, Badshah Singh, Babu Singh Kushwaha, Chaudhary Laxmi Narayan, Sadal Prasad, Avadh Pal Yadav, Rangnath Misra and Anees Ahmad, consumed over 5-8 percent commission while they provided work contracts from department to LACCFED.

Sources inform that when police asked Praveen to sign on the testimony of his given-details (chiefly the names of the ministers that he disclosed), he refused, calling that it may prove to be a threat to his life but he later agreed when the investigative agency assured him of his safety. Praveen has been sent to jail after being kept in remand by the police cooperative cell.

He informed that Naseemuddin did money transactions with his private secretary CL Verma. He further informed that the bribe worth Rs 4 crore which he took from Govind Sharan, was not for ex minister Rakeshdhar Tripathi but for Rangnath Mishra. And when LACCFED did not receive any work, the money was taken back by the then Education Secretary, Jitendra Kumar and given back to the minister.

Ex-chairman of LACCFED, Sushil Katiyar is still absconding but so far the agency has been able to detain 8 shady characters including ex GM Pankaj Tripathi. The agency inquired the detainees in several rounds, in which Badshah Singh’s name came right in front. He refused to give any kind of testimony in front of the probing agency, reasoning out his health factor.

In the inquest, engineers told that Singh took Rs 5 crore in order to provide construction contract of over Rs 100 crore to LACCFED and LACCFED did not even received the work. Sources say that the money was delivered to his address at Kharela, Mahoba, in 4 black bags by ex president of LACCFED Sushil Kumar Katiyar, PRO Praveen Singh, Chief Engineer Govind Sharan Srivastava, GM Administration Pankaj Tripathi.

But Singh denied any such involvement in the case and blamed it on the existing state government (Samajwadi Party) that it is their (SP's) planning to defame him. Badshah was ripped off his designation by Mayawati government while he indulged himself in the disproportionate assets case, post which he joined BJP. He has several cases lurking in court.

Again, Naseemuddin Siddiqui and Babu Singh Kushwaha played pivotal role in this scam as well. It all starts when Chief Secretary Atul Kumar Gupta, via Ref. No. E-8-372/10-2010, dated May 24, 2010, named LACCFED as a construction agency. They were given contracts of Rs 5 crore for building standardized buildings and Rs 2.5 crore for building non-standardized building. A clear mandate was written that a year later, the government will decide after reviewing the works of LACCFED, whether to designate the work again to LACCFED or not. PWD was to inspect the quality of the work done by LACCFED.

Babu Singh Kushwaha, who was behind naming PACCFED as the state construction agency, was the one behind this as well. Kushwaha utilized his power to make LACCFED, a state construction agency. Viewing his personal interest into the matter, the cooperation department sent a proposal to the finance department, who gave its support. The matter was further made realistic as the Chief Engineer, PWD Tribhuvan Ram and the chief architect signed it through. Sources say that T Ram’s pockets went heavy after the signatures. He was the one who had to inspect the work done by the agency, so basically he chose not to, as he already had gulped crores.

Amidst this Babu Singh Kushwaha gave his resignation after the sensational murder mystery of two CMOs that evolved in Lucknow in the NRHM case. After his resignation, Naseemuddin Siddiqui, who was the Cooperative Minister and Chief Secretary, Cooperative Sanjay Agarwal, took things into their hands. This period also marked the completion of the year, mentioned in the mandate.

According to the sources from the department, Naseemuddin Siddiqui again took bribery and revised the deal again to LACCFED as the state construction agency. The Chief Secretary of Cooperative Sanjay Agarwal was well aware of the happenings, that all the names in LACCFED including Siddiqui and Kushwaha were giving visage to a new scam but Sanjay remained tight lipped as he was also funded, a piece of the “sweet”.

Now, what Praveen has uncovered, it is clear that Mayawati had no control over her ministers and that she is as guilty as her ministers as she let them, rob the state. This was only possible if these ministers had Mayawati’s consent. The grip around Mayawati is stiffening as her close aides and ministers are being monitored, scanned and caught. Now UP CM Akhilesh’s response is much needed into the matter.
